HEALTH CARE REFORM: A SENIOR CITIZEN VIEW

The attention of Americans is, and has been, drawn to 1) the criminal behavior of a few financial operators, 2) our injured global economy, 3) the destruction of many retirement investments, 4) the printing of trillions of dollars to attempt to bolster the economy and 5) the prospect of mind boggling unfunded potential government expenditures.

In the intellectual and progressive backwater of society, while attention has been drawn to the headlines associated with this aforementioned turmoil, the energies of some, in regard to an overall solution, advance a proposal requiring a window of opportunity 1) a President with a mandate and widespread popularity; 2) a corrupt congress absent a financial strength of will; 3) the diverted attention of the population.

A typical Intellectual and Progressive political opportunity: bait & switch.

Several blogs, a WSJ article, and political ‘watcher’ interviews express knowledge of Section 1233 in the pending Health Care Reform.

Supposedly,

Section 1233 deals with a government requirement for an "Advance Care Planning Consultation."

Quote from one supposedly qualified observer: “One of the most shocking things is page 425, where the Congress would make it mandatory absolutely that every five years people in Medicare have a required counseling session," she said. "They will tell [them] how to end their life sooner."

The proposal specifically calls for the consultation to recommend "palliative care and hospice" for seniors in their mandatory counseling sessions. Palliative care and hospice generally focus only on pain relief until death.

As a Senior Citizen in possession of a ‘political imagination’ having witnessed a garden variety of government programs, I ENVISION the following possible outcome:

CLIENT C STATUS: (SOCH POOR): eligible for waiver.*

CLIENT F STATUS: (SOCH POOR): destitute, no family support, ineligible for waiver.*

CLIENT D STATUS: EXCEPTIONS, automatic grant of waiver*, includes 1) past, current and future members of the US House of Representatives; 2) past current and future members of the US Senate; 3) past, current and future Presidents of the USA; 4) those persons of an intellectual capacity considered indispensable for a productive society.

MANDATORY BEP CLIENTELE:

Disabled, any age, CLIENT F STATUS, eligible for waiver*

Substance Abuser Disabled, any age, CLIENT F STATUS

Felon, 3rd Strike, Attitude Disabled, any age, CLIENT F STATUS

Senior Citizen, AGE 72, no family support, HEALTH CONDITION POOR, CLIENT F STATUS

Senior Citizen, AGE 72, full family support, HEALTH CONDITION POOR, CLIENT C STATUS (CLIENT C STATUS: conditional upon 100% family financial support and Affidavit of Willingness to Provide Support; situation to be evaluated every 12 months).

Senior Citizen, AGE 72, HEALTH CONDITION STABLE, CLIENT B STATUS.

Senior Citizen, AGE 72, HEALTH CONDITION EXCELLENT, CLIENT A STATUS.

Senior Citizens, AGE 72, classified as A, B, or C CLIENT STATUS shall be eligible for VOLUNTARY “orderly placement” upon the completion of ‘End of Life Counseling.’

Twelve weeks prior to their 72nd birthday, those living in area codes ending with an odd number will be scheduled for an appointment with the Bureau of Eternal Planning (BEP) on Mondays or Tuesdays; those residing in area codes ending with even numbers will appear on Wednesdays and Thursdays. Fridays will be devoted to the Disabled, the Felons & those wishing Voluntary Orderly Placement.

In most states the Bureau of Eternal Planning will be located within the Department of Human Services. In addition to presenting the usual forms of personal identification, the oldster will also be required to bring a ‘Statement of Condition of Health’ (SOCH) prepared by a family physician.

If the SCH is rated “CLIENT F,” the client must have a Statement of Cost of Orderly Placement’ attached. The SCOP (Statement of Cost of Orderly Placement) prepared by a federally regulated ‘Orderly Placement Contractor.’

Those categorized CLIENT F STATUS are provided a BOPS (Blue Orderly Placement Smock) upon leaving the Office of the Bureau of Eternal Planning.

DISPOSITION:

Folks categorized CLIENT F STATUS shall be granted a voucher in the amount of $12,000 accepted by a selected hospice, and a voucher in the amount of $10,000 for any prescribed drugs.

All CLIENT F STATUS folks shall be granted a voucher in the amount of $2,500 for End of Life Counseling; and if deemed necessary, a voucher in the amount of $5,000 for End of Life Therapy.

The total cost of Orderly Placement for the destitute, the disabled, the felons and the voluntary clients shall be paid by the BEP.

The disposable Blue Orderly Placement Smock shall be provided to ALL CLIENTS free of charge.
